A European draft resolution submitted to the U.N. Security Council on Wednesday demands an immediate end to Syrian violence against protesters and cooperation with a U.N. probe of alleged rights abuses.

The draft, obtained by Reuters, "condemns the systematic violation of human rights, including the killings, arbitrary detentions, disappearances, and torture of peaceful demonstrators, human rights defenders and journalists by the Syrian authorities."

Britain, France, Germany and Portugal submitted the draft resolution to the 15-nation council.
