The Queen will address MPs later in the first Queen's speech of the coalition government, as she attends the Palace of Westminster for the official State Opening of Parliament. It is thought that she will outline 21 parliamentary bills the new Con-Lib coalition want to pass through parliament in the coming 18-months. Once the speech is completed, ministers will debate the points made in the House of Commons over the coming days. The main themes of the speech are expected to be "freedom, fairness and responsibility". It is expected that it will include a "great appeals bill", which will enable the Tories and Liberal Democrats to axe past bills introduced by Labour in the previous parliament.
