Reflections On The Law In Uganda

"In early August, I was summoned by the Police and later interrogated over some articles I authored in my Internet newspaper, The Uganda Record, on who might have been behind the tragic July 11, 2010 bombings in Kampala. Many friends, readers and sympathisers expressed concern at my summoning and most were terribly worried about my safety. However, I regarded this in a different and in many ways positive light. It brought into sharp focus matters that we sometimes think about, soon forget, but need to be reminded of every once in a while. This experience demonstrated to me the legal crisis that today’s government faces. One of the key problems facing countries like Uganda is that even after 47 years of independence, there is still no agreement on what Uganda stands for."
