Where does 'I believe that we will win' come from?

At every game team USA plays at the World Cup, American fans relentlessly chant, "I believe that we will win!"

So where does the chant come from? 

The history of "I believe that we will win!" dates back to 1998, when a U.S. Naval Academy plebe told his cheerleader friend about the chant. "I believe that we will win" was first heard at the 1999 Army-Navy football game when thousands of midshipmen rocked the stands yelling the chant.
